Romans 9:29 is quoted from Isaiah 1:9. Israel was under Assyrian invasion. If God had not spared a remnant among them, all would have been wiped out.

9:30 – 10:21
– The Gentiles responded to the message which assured them of their acceptance by God on the ground of faith, and it was reckoned to them as righteousness. The Jews (for the most part) continued to pursue the path of legal righteousness, seeking acceptance with God on the basis of their law-keeping, and yet never attained their goal.

– Paul understood their state of mind more than most. An unenlightened zeal for God was exactly what he himself had before he met the risen Christ.
